libgeoclue-dev software package provides C API for GeoClue (development files), you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgeoclue-dev
libgeoclue-dev is installed in your system.
Make ensure the libgeoclue-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgeoclue-dev *
You will get with libgeoclue-dev package name, version, architecture and description in a table
